The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Immense energy is allocated on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "resolution".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from catastrophe and another blackout.

Persistent Threats

Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: several casualties, devastation and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does minimal to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on ongoing international assistance.
